Every change to a published fact

A fee that moved, a licence that lapsed, a product that stopped operating. This ledger records the structured facts on provider records and never overwrites one: when a value changes, the new observation is appended beside the old, with the day it was read and the source it came from. Changes to how facts are scored are methodology changes; changes to which providers are in a category are universe changes.

Prices that exist only in prose or in an evidence cell are not on this ledger yet; a category's cost basis is compared only where its facts are structured, and the pricing queue names the categories still to be structured.

Rules

An observation, once recorded, is never edited. A wrong value is corrected by appending the right one; the mistake stays on record.
Dates never run backwards. A line is dated the day it was appended, so the ledger cannot be backfilled with invented past readings. Both rules are enforced by a build gate against the committed history.
The ranking reads the current value. A stale or conflicting fact is labelled where it is shown, and is not silently used as current.
