What is the best Lightning wallet?

Custody is measured on what a wallet establishes about where the balance sits, not on which posture is preferable, so no weighting of the published axes separates them. Which answer you want is what the questionnaire asks.

Is a recovery phrase enough to back up a Lightning wallet?

Often not. Channel state, a hosted account and a second-layer history can all sit outside the twelve words. Blink documents on mainnet that seed-only recovery stops working once its second-layer operators go offline, so the way out needs a recovery bundle refreshed while they are still reachable. The distance between a wallet that itemises what its backup restores and one that says only to write down the seed is the distance between a restored balance and a force close with a multi-day wait.

Why can receiving a payment cost money?

Because inbound capacity is something a counterparty provides, and charges for. Phoenix publishes the figure — "1% + mining fees" when liquidity has to be created — and states the refusal threshold outright: "By default, Phoenix will reject incoming payments if the fee is more than 5000 satoshi (or 50% of the amount)."
